The impact of Europeanisation on domestic policies is often associated with the alignment of European policies and discourses with national ones. The Habitats Directive mandating wolf protection entailed heated debates across the EU, suggesting diverging values and interests at various levels of policy-making. I present an analysis of wolf policy and politics in Germany, where wolves have returned after a long period of extinction. Tracing the dynamics of institutions involved in wolf management in 2000-2021, I identify key groups involved, their activities and positions as well as the impact of European rules and discourses. Unlike in some other Central in Eastern European countries, German wolf policy was strongly influenced by Europeanisation that helped to sustain the institutional path of wolf conservation, despite criticism from dominant land-use actors who politicised the issue to relax conservation rules. I suggest adding safeguarding of latent policies to the catalogue of outcomes of Europeanisation.

In this paper, we present a comprehensive framework for analysing formal rules regulating the involvement of various actors in protected areas decision-making over time and apply it to Poland. Based on the analysis of legal acts and policy documents, we suggest that since the democratic transition started in 1989, the governance of Polish protected areas has been increasingly multi-level and participatory. However, different designations indicate different levels of involvement by non-state actors, with Natura 2000 standing out from the traditional protected areas. Regarding governance issues, establishing and taking management decisions were characterised by the greatest changes in actors' involvement. While participation of non-public actors is still limited mostly to information and consultation, the involvement of non-state public actors of various levels increased significantly. The paper highlights the importance of a systematic analysis of legal rules as a starting point for empirical investigation of the governance of protected areas.

Forestry and urban green space governance experiences rapid changes due to bottom up environmental pressure and top down changes of legislation. To deepen our understanding of crafting preferable environmental reactions towards environmental pressure, we introduced the perspective of environmental street-level bureaucrats (SLBs) and explored it using Oliver's strategic response framework. Drawing from case studies on the governance of the moose and urban green space in Poland, we investigated the complex and mediating sphere of SLB "policy intentions" in environmental governance. We argue that SLBs can distance themselves from new expectations if these are perceived as "socially constructed" and potentially disturbing for SLBs' professional routines. Such limited or moderated reactions can be a coping mechanism of SLBs trying to balance a complex landscape of various, even contradictory pressures. Our findings break the monolithic-type image of a 'decision-maker' into complex web of interrelations between administrative units and political structures. They also suggest a need of new forms of environmental (post-) bureaucracy to reinforce social trust and to deal with ambiguities of nature.

To investigate genetic diversity and the population structure of the European moose (Alces alces), we analyzed 14 microsatellite loci for 694 samples collected across 16 localities. The highest genetic diversity was detected in Belarus and Russia and the lowest was found in Scandinavia. Two major genetic clusters existed, Scandinavian and continental, and some further spatial structure was detected. There was high concordance between the spatial distribution of microsatellite clusters analyzed in the present study and previously recognized mitochondrial DNA clades of moose. The split of genetic lineages calculated using approximate Bayesian computation (ABC) occurred at the beginning of the Last Glacial Maximum: approximately 29000 and 28000years BP. A range-wide bottleneck detected by ABC took place 1800-1200years BP, although a more recent decline in moose numbers was also documented in the 18th to early 20th Century. Genetic differentiation in European moose increased with geographical distance, and the Baltic Sea appeared to be a barrier to gene flow. We conclude that isolation in different glacial refugia, postglacial colonization, and declines of range and numbers in Holocene shaped the present pattern of genetic diversity of European moose. Based on genetic divergence and a lack of apparent gene flow, the contemporary Scandinavian and continental subpopulations should be treated as separate management units.

AimMoose, Alces alces (Linnaeus, 1758), survived the European Pleistocene glaciations in multiple southern refugia, in a northern refugium near the Carpathians and possibly in other locations. During the second millennium ad, moose were nearly extirpated in Europe and only recolonized their current range after World War II. The number and location of refugia during the Pleistocene and recent population lows may have affected the current genetic diversity. We sought to characterize the genetic diversity in European moose in order to determine its genetic structure and the location of genetic hotspots as a way of inferring its population history and the number of Last Glacial Maximum (LGM) refugia.

Effective protection of biodiversity in areas of high conservation value requires trade-offs between local use of natural resources and conservation restrictions. The compromise is often difficult to reach, which causes conflicts over the management priorities of existing and potential protected areas. Ecosystem services (ES) perspective offers a promising avenue for diagnosing and reconciling contrasting interests concerning the use of benefits from ecosystems. We examined how the spatial proximity to the Bialowiea Forest (BF), a European biodiversity hotspot, affects the perceived use of ES by local communities. We performed a survey among 719 respondents from 35 villages situated within BF and in its vicinity. We found that both the declared use of ES and the perceived influence of ES on household's economy was declining with the distance from BF with particularly high differences between areas not further than 3 km from BF and areas located 3-15 km from BF. Different zones varied in terms of benefits from tourism and costs connected with a potential limited access to ES due to conservation. Broadening the perspective, we argue that the trade-offs linked to ES may vary depending on the location in relation to the protected area and that local communities should not be treated as a homogenous group when considering benefits from the forest. Awareness of common patterns of ES use over space and local specificity may enhance effective management of even highly contested conservation areas.

In many countries throughout the EU recent planning reforms have reduced the possibilities for comprehensive and long-term planning. This paper explores the factors that explain why one of these countries, Poland, lost many of its tools for coordinating the policies and practices affecting spatial organization at the local level. The study, based on the discourses of spatial planners, traces the institutionalisation of local spatial planning in Poland since the 1920s identifying dominant policy paradigms and internal and external determinants leading to the reform in the early 1990s. It shows that the planning reform was driven by attempts to adapt planning institutions to changing political and legal environments after 1989. The new institutional framework that emerged from the reform failed to introduce alternative and effective forms of local spatial planning. Once options for planning were reduced, it became difficult to revive them. The case of Poland shows that a revision of long-term planning institutions might have unexpected outcomes and that it might be difficult to restore particular instruments and planning approaches once they have been removed from the toolbox of the planning system.

Effective public participation in decision-making concerning protected areas requires supportive legal provisions, practices and narratives. While there has been a wide interest in organisational aspects of participation in protected areas, discursive questions concerning the attitudes toward participation among stakeholder have received relatively little attention. Using Q methodology we investigated attitudes of 53 respondents, representing key stakeholder groups (local communities, NGOs, scientists, protected area staff, foresters, public officials, general public), toward the involvement of local communities in managing various forms of biodiversity conservation in Poland. We found three main discourses (1) positive toward participation and recognizing the conservation and development goals of protected areas; (2) sceptical toward participation and nature-centred; (3) cautiously open to participation and developmental goals of protected areas but highlighting organisational difficulties. There were diverse attitudes toward participation within stakeholder groups signalling potential for compromise among them. All three discourses opt for a mixed model of governance balancing central and local influence, which diverges from traditional centralized practices. They differ over barriers to participation, highlighting either insufficient capacity of administration or lack of knowledge and interests of local people. These differences indicate wider socio-political tensions that should be acknowledged during participation.

We assessed migration rates and gene flow amongst 16 local demes and six larger groups of moose identified by a previous microsatellite study across the entire European range of the species. The most important barrier to gene flow, the Baltic Sea along with the mountainous region in northern Fennoscandia, separates two genetically distinct moose subpopulations-the Scandinavian and the continental subpopulations-that originate from different glacial refugia. Our results showed that moose effectively migrated over long distances, but statistically significant gene flow was shorter in the Scandinavian (300-400 km) compared to the continental subpopulation (400-500 km). The admixture rates in local demes were markedly lower in the Scandinavian, than in the continental part of the moose range. Weaker gene flow amongst local demes in Scandinavia resulted from the major barrier of the Scandinavian Mountains. In the generally panmixed continental subpopulation of moose, two demes-one in NE Poland and another in the Kirov Oblast, Russia showed slightly hampered gene exchange with neighbouring demes, whereas one deme, in Arkhangelsk region, NE part of European Russia, appeared to have very high gene flow into other demes. Different evolutionary and demographic histories, population densities and land topography (large rivers) could have contributed to the low level barriers to gene flow in the continental subpopulation of moose.
